Baldwin to Fix Responsibility in Fatal Explosion An investigation to fix responsibility, "if any," in the fatal explosion at Locust and Cherry streets today, is underway, according to an announcement made by Prosecutor Clifford A. Baldwin. Baldwin, notified of the explosion shortly after 7 a. m., immediately went to the scene. Two hours after his return to the courthouse, he issued the following statement: "I have just been on the scene of the accident and have begun an investigation which will be continued in detail to determine the responsibility, if any, for thi terrible affair. "Further than that, I am unable to say anything now."
