A man, about 40 years of age, who gave his name as Hugh Frier, formerly of the Seventeenth ward, Philadelphia, surrendered himself to Police Captain Stanley and Policeman Fitzsimmons yesterday, and stated he escaped from the Blockley Almshouse last Monday. He was sent to the City Hall.
