"Policy Bill" Did Not Come.
Chief Matlack had an assurance that "Policy Bill" Smith would appear this morning and enter bail on the charge of writing at 14 South Eighth street, where the chief captured all the drawings and books on Saturday evening last; but Mr. Smith did not put in his appearance. The case was sent to the grand jury this morning, together with a list of about a dozen witnesses, who were frequenters at the place. Smith is said to be backed by Oscar Stein, the well-known Philadelphia backer.
