William, alias "Policy Bill" Smith, whose place, 14 South Eighth street, was pulled by the Chief and Officer Bradshaw on Saturday last, and who escaped at the time to Philadelphia, surrendered himself yesterday afternoon to the Mayor, and was admitted to bail in the sum of $300.
