Henry Houston "Harry" Franks served as Camden's Chief of Police from April 1, 1886 until his death on January 1, 1887. A Civil War veteran of the 25th New Jersey Volunteer Infantry and a tobacconist, he served as constable of the Third Ward before his appointment as chief.
Ninth Street is one of Camden's longest north–south thoroughfares, running from the Delaware River waterfront in North Camden, through the city's central corridor, and far south through Cramer Hill and Whitman Park. Block numbering begins at Federal Street.
Death notice for Mrs. Susan B. Franks, widow of Chief of Police H. H. Franks; her funeral was held from the residence of her nephew Harry Miller at 218 Arch Street, with burial at Evergreen Cemetery.
